Perhaps it was taken out of context.
An example that not many private sector would compensate salary in equal or equivalent to 15/16 months ish bonus etc.. like in public healthcare.
Thus difficulty in jumping ship to private.
Before alignment of job title. (title inflation)
jg13 aka senior executive. now jg13 called (Senior assistant manager)
But internally we know, senior exe only please.
jg13 ceiling around 7k? (6k sounds logical, plausible)
We have to find the truth ourselves.

Are you a pharmacist? Otherwise don't see how PharmD is relevant (unless you meant PhD).
Sponsorship usually comes with bond. The job security may be a plus, if you like your job. But I don't think the pay increase will be very significant. I don't think self-funding is worth it outside of academic purposes.

You are a member if you have NTUC Union membership (not the Link rewards) and the company you work in is a member of HSEU (i.e. all public hospitals).
Interestingly, HSEU bothered to update their website to remove access to the Collective Agreements after the link was posted some time ago, but did not update anything else, like the list of HSEU branches and the newsletters still stuck in 2023.
HSEU has their priorities in making things opaque.

after a few shoddy negotiations and pattings themselves on their back for the lousy increments. definitely in their best interest to not post the CA in pubic

Why did they remove? The pay range was helpful
