Extract relevant paragraphs of CNA news article from 30 March 2020: s://.channelnewsasia.com/news/business/wage-council-covid-19-salaries-basic-12589242

"For employees with a monthly variable component (MVC), employers can adjust it downwards, with the amount depending on the company’s situation and key performance indicators.

About 37 per cent of employees in private sector companies with 25 or more workers as well as the public sector have an MVC as part of their salary, according to the Ministry of Manpower’s 2018 report on wage practices. This is equivalent to 700,000 employees.

For employers who have not implemented the variable component, they can consider cutting up to 10 per cent of basic wages. Those in management positions could receive more than a 10 per cent cut, in line with the principle of leading by example.

...

The Manpower Ministry’s permanent secretary Mr Aubeck Kam said that discussions are ongoing within the public sector, and announcements about public servant wages will be made in June."

Gotta look at the public service in its entirety - Most prestigious/highest paid (MAS, EDB & MFA) followed by Tier 1 ministries - MTI & MOF then tier 2 - Mindef, MND & MOM then the others like MOE, MSF, MOT & MCI etc etc
I thought all ministries except MFA follow the MX scale, so pay should be roughly the same across all ministries?

Do you recall how old the guy is? AD is just one rank above Associate and I hear that some can remain at that rank for 20 over years as the pay range is 4-8k ish. But correct me if I’m wrong

AD can be MX12 or MX11 job, depending on ministry.

Guess there are always performers and non-performers regardless of the organisation.

Regardless of your perceptions, its tough to deny from a public & private standpoint that EDB & MAS are held in high regard. There's a reason why selection is so much more competitive and why progression and salary are pegged to banks & financial institutions unlike other stat boards or ministries.
