For Public/civil servants grade and division

How does it work? What does each Division and grades mean?

I only know what Div I officers are degree holders?

Firstly, my idea isnt bloody neither it was asleep. It was meant to be a qns, yes I did not read through the while thread before asking, I was just hoping someone will just share/direct me to the page with info so as to cut down the reading time, if you have nothing much to contribute its fine too, maybe it's more meaningful for you to contribute your time typing that reply to something more beneficial
