i am not sure, just heard from this guy. not a very close friend so i didn't ask too much about how he got in. he is not one of those scholar though, so maybe it is possible.
anyway he said that many are leaving as the pay elsewhere in the financial sector is much better, and the work also a lot easier.
nowadays very hard to work in govt as ppl are very demanding, and politicians have to consider all sorts of unreasonable request.
in a bank just spend other people's money, and they pay you well for it.

I'm not sure how it is but so far, it has been $3800 to $3900 for a first class honours engineering degree from NUS/ NTU in jobs like DSTA and DSO.
If you really want a good starting pay and you have just a degree, $3900 is the starting pay for an engineer in the Singapore Navy. You can get even more if you get onto the C-scale.

BTW, only Singaporeans need apply for the above jobs. You can't even be a PR.

Starting pay was $3.3k in 2007
Went up to $3.6k in 2008
Then to $3.8k in 2009
Then to $4.4k in 2010
By default, you get an annual increase in pay (called merit increment;dependent whether u perform well at work) and on top of that a promotional increment (if you get promoted to a higher job-grade)
Hope this will give you a guage of your salary.
