Why the PB for C used to be around 1.4–1.5 months years ago but many teachers now see ~1.1–1.2 months. The reason is actually quite structural in the civil service bonus system.

1. PB pool has become more top-heavy
Across the Singapore public service (including Ministry of Education Singapore), the bonus structure has gradually shifted to reward higher performers more strongly.
This means:
A and B grades receive a larger share of the PB pool
Less of the pool remains for the large C group
Example (simplified):
Grade
Older distribution
Newer distribution trend
A
~3 months
similar or slightly higher
B
~2.2–2.5
maintained
C+
~1.7–2.0
maintained
C
~1.4–1.5
~1.1–1.3
So the C range compresses downward.

Hi. I am a BT who has been promoted internally to AYH. Problem is there is another BT who was also promoted. Does it mean at the end of the year, they will select only one for actual promotion? Does previous work experience give me a leg up?

Lastly, apart from establishing relationships, how do i outshine this colleague who is competitive? And how do i make the more senior teachers fear me?

A is 10% or less
B is top 35% (including A)
C+ is top 50% (including A and B)
C is below average (about 47%-50%), depending on if there are any Ds in your school
