Depends on school. This "first year in new grade is a C" rule is pure nonsense. Dont know where it came from and why schools adopt it. It exploits over eager young punks.

Compared to that post on someone getting 5 Bs and not promoted, how is this possible/why this disparity?

So suppose an enlightened junior officer declines tanking extra three classes from an EO on ML, will that JO be marked? If its not about the quantity of work.

Because no one says you have to get B to get promoted. Criteria is you must have a good grade (which is equivalent to C) and you must show ability to handle work at a higher sub grade so it is more about the impact of the work that you have done.

But it depends on subgrade also

C+ 2.2
I guess it’s a high C+ but I was hoping a
to get a promotion with a B. Looks like my hopes are dashed.

Otherwise, most non-KPs are considered for either the C or C+ grade if you meet the expectations of your job.
If you are so hellbent on making more money, go moonlight outside. That extra 1 grand can be made solely by taking up 1 tuition assignment in a month. Dont let them squeeze you dry for a penny.
And it is true that the ranking panels must like you, otherwise it is all for nothing. Have you ever wondered why some teachers make the extra effort to establish rapport with the middle managers?

you can only afford to laugh because you were lucky enough to be born earlier. your batch of boomers were promoted quickly enough during your noob years even without good performance, now congesting the pipeline for the new generation and raising the bar required for promotions. your batch was lucky to fall under such shortsighted HR policy which is disadvantaging all the younger officers now. no wonder so many young geo3 and geo4 are quitting, and so many old geo5 deadweights are staying on simply coz u all have nowhere to go
