Messaging around senior management tends towards performance grades above C being the result of the officer contributing above their payscale:
C+: 1 paygrade above
B: 2 paygrades above
A: 3 paygrades above
I.e., A GEO3 officer receives an A because the impact of their contribution is equivalent to an SEO1 role.
For secondary school teachers, you may find an analogy in the LEAPS 2.0 calculation of co-curricular bonus points. One would need at least level 3 in all four domains, and a level 4 in one of them to get 2 bonus points; someone who stretches themselves wide and has only level 2 or 3 attainments, even an infinite number of them, will get only 1 bonus point.

True dat, but implementation wise must also take into account norm referencing, moderation and quotas

If its not reflected in performance grade, your HOD either didnt fight for you, or told SLs you were still learning the ropes (had to be guided since its your first rodeo).
