when is it a good time to move
peers have told me that a good time to move is after promotion, i will likely be getting my promotion in april next year but also only been at my work place for slightly over 2 years (civil service). should i move on already?

yes because you likely wont be promoted anytime soon, minimally 2 years. but its in april there's still time you wont be leaving now anyway...

Yes it is possible. I was such a case. From one stat board to another stat board. I was given a choice to join via movement policy where I retained my years of service but same grade, or join as a fresh hire where I gave up my years of service and PB but joined as a higher grade.
All depends on the hiring agency.
