If contract I guess hard to negotiate? You can try asking if they can at least match your last drawn? Onlynif you are keen on this job. I personally will look for another one.

What job grade and salary range should an engineer with 5 years of experience at LTA be expecting?

probably 3.7k on general scheme. and between 4k - 4.5k on different type of special scheme

That is NOT MAC lah

MAC is a lump sum payment in XX months for certain schemes, paid out at the end of the year
