Right time right place. Yes, life is unequal and has never been 100% fair. Many highly capable people don't meet the sort of SLs that aggressively push for opportunities, promotion and CEP for their young officers. But if you do meet such SLs and you can perform under the pressure of working under them, your promotion rate even as a farmer, TA or TSL may even surpass that of average overseas (non- PSC) scholars.
For me personally, "chasing" such SLs/BHs/Div Dirs has been quite rewarding. Find out who such people are, join their schools/divisions. But I have to stress that you MUST hit the ground running once you are under their radar. Cos as much as they reward high performers, they also take a dim view of people with poor attitude or who take too long to get the hang of things and will not hesitate to push the next better player up to take your place.
