salary isn't pegged to competitors nor is it set by the business. HR have the full autonomy to decide how much to offer to candidates.

brother like i said la depends. how to make any sort of blanket statement when across companies let alone across industries can be so diff?

that being said i wld say
-benchmark across competitors (fresh grads esp)
-hiring manager gives range (on biz side)
-based on % increment u are asking for vs last drawn
