Wow 5k is so high! Anyway to update, I am offered 4k (2nd lower) with no ns. Hr say will adjust after I get degree scroll (2nd upper). Didn't specify how much tho.

Some smaller stat boards may have limited scope for promotion and give less benefits than ministries. The pay increment might possibly be lower each time also

Not true. There’re many SBs with better promotion prospects and pay than ministry

Any one that is large and generates revenue, or is in the defence sector.

Avoid those that only regulate or provide services - unfair as it seems, those are (i suspect) seen as liabilities and typically appear not to pay as well and are typically appear less generous with salaries and bonuses.

The above claim is not verified but based on a feel of forum responses from people from different stat boards over time.

not true. in general for rank and file scheme, SB pays better than Min.
But min on surface offers you "nicer" designation because Min is the Governance party

example matching pay range
min AD = SB AM
min SAD = SB M
min head/DD = SB SM

but there are also some SB with exceptional nice designation like CPF

example matching pay range
CPF DD = SB M

at the end of the day, when you change job, HR will look at your pay range (not your designation). HR within PS will already know the above and map you to the corresponding pay grade.
nice designation may grant you better chance of interview in private company though

I nvr knew CS designation so good until I see all my frens fresh grad onli can become AM, M and even AD lol. jin satki lei....
