Hi all! I'm in my early 30s, but fresh from Uni. Got my first role in public service. Entered as mx13, which I assume is default for fresh grad. Salary 4.9k. 2yrs contract.
What's a typical trajectory for increments/promotion. From what I've read, promotion is only reserved after emplacement. but till then, how are the increments like? i think i can excel in this role, and would like to fast track my salary. Not sure if i intend to stay in public service long. looking to jump to private if the opportunity arise.

Can you share more about data allowance? Is it role based or certification based?

it's for data related roles in certain ministries (not all ministries have, but i also dk what other ministries have this other than mine). Just need to pass a data analytics test plus fulfill some competency framework based on the work they do, then should be able to get the allowance alr. First level is $600 then the next one is another $200

Increments are based on your annual performance grades (A/B/C), which also decides your performance bonuses. Typically, its about 3-4% for C, and 5-6% for A / B.

For promotion years, its about 10% INCLUSIVE of annual increment. Meaning all-in.

For promotions, the civil service has moved away from time-based promotions to a more meritocratic way of looking at promotions in recent years, which favours the more capable.

For example, where previously a person can expect to progress from 11 to 11A in about 6 years, now. they have a 10 percentile and 50 percentile gauge.

What this means is that if for example, the top 10 percent of those who got promoted from 11 to 11A took 3 years, and the 50th percentile took 8 years, they will look at the candidates who fulfil the criteria for promotion (another story for another day) and ask themselves "is this person the top 10 percentile). If he/she is, then promoted. If not we'll take a look again next year and so on.

How about 11a to 10? Is there still an invisible salary ceiling for MX10s at the midpoint of the MX10 salary range for those who are SADs but not DDs?

I don't know exactly the 10th/50th percentile for MX11a to MX10, but I reckon it'll be something like 5/15 years.

To your question on the invisible salary ceiling that divides SADs and DDs, I've heard the same thing but could not confirm it.

Mx10 has a bar in the salary range. Doesn't mean DDs are all over the bars. High flyers young DDs with few years in service likely to be below the bar. Not sure if SAD Mx10 means cannot cross bar. I don't have definite info but unlikely to have such a rule. But in reality those Mx10 SADs will likely be front runners when a DD post opens up so unlikely to have SAD hentak taki as SAD. Not in line with ethos of squeezing out all value from officers. If holding Mx10 salary better assign them to the tougher jobs

Look at the annual package, assuming you are an average C performer

4.9k x 16 is 78.4k.

You are earning the equivalent of 6.5k monthly in a private sector contract role.
