MX12 is a entry grade? or is it MX13? I am earning about $4,000 now. Will they offer me MX12 if I apply for a job where they say entry level job?

You are paid based on a fixed formula for your YOE.
If you have high honours, you are paid additional $100 or something per class. As long as you are not a scholar, at every stage of your career you will always be behind them by around $500-700. Even if they are same rank as you.

I'm approaching the MX11a ceiling soon. There are so many older mid to late 40s people carrying MX11a titles. Wondering if they are just happily coasting at the ceiling or if there is some sort of special arrangement management works out with these officers where they can still progress without change in title.

Most of them don't have a choice tbh. Once you are in service for that long and stuck, anything can be done to you and you don't have much say to retaliate (apart from resigning).
They likely have reached their ceiling and will never promote to MX10. If there is a slot, either some scholar left or one of them is highly favoured by the bosses, then maybe yeah.
There are some bosses that are quite blunt and will tell their staff to prepare for retirement. That is the most direct signal your ceiling has been reached and your boss will not fight for you anymore.
If you are up for leadership, usually you will be told in your 1 to 1. If you never hear of such things, then likely is you are not going to rise anymore.

SAD can be MX10 or 11A, so they may be MX10 SADs.

what about resigning or move between ministries? is it possible to move to a position of higher MX grade? promote outside?
