i've no idea if CEP (Currently Estimated Potential) resets after a civil servant leaves an organisation for another...but thing is u keep changing to different M or SB, your superiors/RO wont have long lasting or positive impression of u that's needed for promotion to MX11.
promotion is kinda tricky question...in my experience in CS, i've seen ppl 5 years as MX12 n got promoted to MX11. there were also some that didnt get promoted. i think it also has to do with are u able to handle increased workload of greater significance?

Are you emplaced yet? You will only be considered for promotions after emplacement and getting a few B grades
