Expected Salary matters for Stat Board?

Do they see your experience and give you relevant grade and give salary based on that or they see what you put as expected and then lowball you grade n salary wise?

So you got an offer from stat board?

Their remuneration is more or less similar to ministry, but slightly better. As the same as ministry, they look into your experience and give you relevant grade.

So if my so called expected grade has a salary of 6k+ but during job hunting I was desp n lowballed my expected as 5k, when they offer me, they will give the fair rate of 6k?

No, they will lowball you because why would they give away free money
