Default difference between ministry and stat board

Hi,
With respect to HR policies, what is the difference between a stat board and the ministry it falls under?
Eg. NLB is a stat board under the ministry of Communications and Information.
What is the difference in the HR policies and practices of NLB and MCI? Thanks,

stats board have their own HR policies.
they just have to follow the basic guidelines given by PSD.
