Ok, let's rename the grades:

E becomes B-
D becomes B
C- becomes A
C becomes A+
C+ becomes A*
B becomes A**
A becomes A** Platinum Deluxe with a Cherry on Top (A**PDwCoT)

Now you can get A grade or better every year.

How about since the ministry always like to claim that they are preparing students for the real world, they should change the school grading system to follow the performance appraisal system.

Only top 5% of students get A. Most will get C. And someone, no matter how good, need to get C- and D.

And best if the grade is not determined just by the academic score, but is assessed by the impact students make in the class (e.g. being subject rep, being peer study group leaders). Those who score 100% in exams but don't contribute to the class will get labelled as freeloaders and get default C.

Acceptable?

many KPs and SLs have been led to think that this should be the rule

but within the system i think it's still possible to give higher grades instead of a "default" one

then again, some schools may choose to stick to this "rule" so that they can reserve more of the better grades to give others better PB or opportunities to promote

Yes, to bash the SLs and panel all the time may not be fair to them. There is an expected distribution for each grade. If the actual/perceived performance of the school staff follows the expected distribution, the panel has an easy time with ranking. However, if the school staff are generally higher performing, one way to reward them all over time is for them to 'take turns' getting the As and Bs rather than always giving it to the same few top performers and while the 'moderately above average' people are stuck with C+ or C all the time.

Got promoted very slowly relative to my professional growth.

Very easy to get A as a geo3 SH(internal) and a geo4 SH and HOD just by doing the job that you're supposed to.
