I think the best way to do it is to call up the HR officer. Explain to them your situation, that you have a job offer on hand, and would like to know the outcome of your interview, so that you can decide whether to take up the first offer. Tell them that you're interested in the ( CDC) job, and hence the call. There's nothing threatening about it if you put it across politely.

ok, let's kill 2 assumptions:
1. there won't be likely a better pay. for a fresh grad w/o hons likely to be less than 2.5k. SO there's won't b much increment.
2. it's not likely to be a better position. job titles sure sound nice, but the job scope are likely to be the same. i find that the executive position will put u in a good learning environment which can lead to better career opportunity in future.
i've got a assist mgr position as a fresh grad in a new industry, offered 2.5k wif hons. I'm the lowest paid among my engeering group of friends, and the job scope sure is overkill for doing paper work in an administrative dept.
if hr is really eager to employ you, they will take less than 3 days to confirm and employ you. otherwise, they are just waiting for better candidates to come along.
my advice is to take the job first, earn and learn, who knows better opportunities will come your way in future, rather than being unemployed.
