In the first place, there isnt a fresh grad hr job (degree) that state salary range that hit 3k, so where ur 3k gonna come from if the range of every hr job ad put 1.8 to 2.2k. You will still get the best if ur nus/ ntuc,but its the 2.2 lor, then diploma 1.8.
For example,

the range put like that for that specific job ad,even if ur nus etc, ur still gonna get 2.2 which is the highest end of the range.
my point being, nowadays dont really have a fresh grad (degree only (strictly)) hr job already.

Who says!i am in SME my HR director say I super chio, NUS fresh grad already give me $3.3k. He says so long as everyday i wear short skirt come to work. sometimes let him see underwear can already.

alot organisations have a grade pay matrix kinda system 1. no matter what job you apply for, they will pay you based on that.
for example, if got 2 fresh grad with the same degree same honours applying for 2 diff job in the same company on jobstreet.
1 apply for fresh grad job. job listing 3~4k
the other apply for a job that require specialised skill, and need 3yr experience. but has proven they are a good fit for the job. 5~7k
in this case, both fresh grads will get the same pay as they are following the grade pay matrix.
if the sheet says ntu, first class honors, 3k. both fresh grad will get 3k even tho the 2nd has a specialised skillset and is taking up a job that requires more experience.
likewise for your HR example. they can list 2k, and state minimum diploma.
but if a uni applies and get offered, the pay will be adjusted accordingly.

8 years ago a Ministry with specialist career scheme paid fresh grad entering HR role 2nd lower 3.6k. Add in 8 years of inflation, starting pay should be low 4k now. But are you good enough?

The top 3 are high class uni. The below 3 are low class useless uni. So do u think there will be a difference? You must be from the below 3 that’s why will ask such brainlesss question.

I just got offered 3.7k for associate consultant for an european mnc. I hastily accepted, wondering if I should nego abit? I am engineering final year undergraduate
