Is the variable bonus applicable to staff in public servants? Or is it just for civil servants?

civil servants = ministry
public servants = ministry + stat board

so civil servants is a subset of public servants

data looks accurate but incomplete

1.5% expected growth in 2012 - still we got 0.7
5.4% expected growth in 2011 - and we got 0.75

so even with the lowest and highest economic growth big boss still give 0.7+ imho cannot judge by growth.
