I know the VP from PRCSS. He graduated from NIE in 2015 as a valedictorian. So why he can promoted so fast whereas even the second valedictorian of 2015 is still a SH. So efficient meh.

Sometimes time & space matter. Both are probably equally competent but had different opportunities in their first school and subsequent postings. Also, VP probably had more nurturing SLs then who identified him earlier.

As a former SAF scholar who got headhunted to be a AYH in his 2nd year of service (and currently killing it), my advice is you dont need HQ to be a KP.

how old are you may I ask? And what obligations like bond etc. do you need to fulfil at SAF side before coming over to MOE?

What a troll. AYH needs to be minimum GEO4. Timeline does not work out.
Even if true, early appointments to KPship is not a good thing - no time to develop basic skills.
