Is HR useless?

This Singaporean entrepreneur called HR useless, glorified admin assistant, inefficient, squared and lazy. He even went to the extent of saying they are Human Rubbish Christ on a bike.

HR is often despised by the employees as they tend to be the strongarm of the bosses.
