MOE default PB C grade is 1.5

High C is 1.75.

C has a range of 1.25 to 1.75 for GEO grades.

SEO is 2.5 for C grade.

does pb come with a range or does it fluctuate from year to year?

in my previous grade, my C was X months. Was promoted last year and this year got a C again, but my pb is X-0.2 months.

i was initially expecting a higher quantum for the same grade after the promotion.

Thats quite weird. Cos like u said, usually for same pb grade, the quantum gets higher as you get promoted. Though yes pb does come with a range for each grade. Guess it also depends on the amount allocated within your ministry/agency for bonuses. Perhaps those in the same grade as you got a higher quantum. You work in ministry or stat board? And are you on mx scheme or specialist scheme?

Do most people get grade B? Is it easy to get grade A? how much more bonuses will a grade A civil servant get compared to a grade B one?

For any grade there is a range... As you are just promoted, your C is a lower grade C hence lower number of months renumeration.

MOE teachers are typically C. Maybe it's easier for other ministries and stat boards... But for teachers, mostly are C graders.
