Yes it is normal. Nowadays, many stat boards start new staff on contract first. Even for inter-agency transfers. If you are on the old leave scheme, they will give u an option to retain the current leave scheme (3 more days) or new one (21 days), but at higher salary.

Pretty similar to mine. Ntu degree

My total annual package is about 18 months. - If you get promoted by grade and/or title, salary jumps ~10%. If only promoted by title, only ~5-6%. Fresh grad working under a ministry right now and I happen to have friends working in the HR department and I found out that I'm underpaid by approx $200 (like I have fch but they only give 2nd upper pay) is there any way to try and get the usual fch pay? I have worked for <6 months so far.
