Saw some of the posts above. I've been in the service for 5 years. Would like to say that yes, there are some who's starting pay really is $4k ish. It depends on 2 things:

1) What scheme are you on? Economists scheme for example pays well. Their starting pay for FCH is in from $4k ish.
2) Which Ministry/ Stat Board are you in? Uniform group have different starting salary tiers for different classes of Honours, and Stat Boards are more flexible. In fact, certain economic/ finance stat boards pay more than the Ministries.

For promotion and increment, again it depends on which agencies/ Ministries you're in. Certain Ministries are choke full of scholars; the probability of you having (faster) promotion is much harder than if you were to compare to your peers in agencies/ Ministries where there are lesser scholars. And it also depends on how much budget your agencies/ Ministries have ring-fenced for the increment/ bonus. This is also dependent on the Singapore economic outlook. If its bad, the % increment will also be lesser.

Would also like to highlight that there are scholars who are promoted twice in a roll, i.e. MX11 within 2 years. In fact I have personally seen one who was MX11 within 1 year; it was a combination of pure luck (the date the person entered service) and the person's academic accomplishments. And your bosses have to like you of course.

In summary, don't be a sour grape and complain when you see others (scholars or not) getting ahead of you so fast and earning more. If that is the case, then you are better off in the private sector, where you have a more "equal" opportunity to prove your worth. Mind though, I reckon it'll be the same regardless private or public.

Got a question on this officer's CEP. Seems high but need confirmation

Years in service: 6 years
Age: 32
Male

2012- C grade mx 12 (First ranking)
2013 - B grade mx 12
2014- B grade mx 12
2015 B grade mx 11 (Promotion)
2016 B grade mx 11
2017 - B grade mx 11A (Promotion)

How is the trajectory? What is the current cep 10 or possibly 9?

What is your class of honours with NS.
It would be good if you insert all your basic salary for 2012 till 2017

Seems like a case of high performer, but Low cep, as there are only two promotions in 6 years.

Background: mid-career hirer from pte sector into a stat board

2014: Starting at 8.1k
2015: 8.7k (1st appraisal) C grade
2016: 9k C grade
2017: 9.2k C grade

Peers with fewer years experience are getting ahead.
Should i quit CS and return to pte sector? Or is my cep very low and hence things got stagnant? No adverse comments during appraisals from supervisor.

2nd upper from an overseas uni

To clarify, joined in 2011 and 2012 was a confirmation promotion. So technically, 3 promo in 6 years.

Need Help
 
I am planning to move from one public sector to another public sector due to the very suitable job scopes that the new position has. If it is successful, the jump may happen in Nov. or Dec. If i don't apply this time, I am afraid I will miss this chance and there won't be such opening in the near future. I wonder whether i can still get the AWS and PB from the old organization, or how i can negotiate with both organizations?

Anyone experienced similar situations before and any suggestions, please?

Just to share my salary when I was in an economic SB, with 1 year working exp, 2nd upper from NUS (no NS):

2013 - $3250 (I think if fresh grad the pay is $3200)
2014 - ~$3500 (salary increment + salary adjustment)
2015 - $3650
2016 - $4040 (promoted to AM)
2017 - $4200

- Yearly increment for avg performer is ~3-4%. Base salary and increment seem very little but the bonus is quite good with C grade getting 3.5 - 4.5 months. Excluding 13th month and also a performance incentive (usually <1 month in Dec). My total annual package is about 18 months.
- If you get promoted by grade and/or title, salary jumps ~10%. If only promoted by title, only ~5-6%. So people would rather get promoted by grade and not title :D

I have been working for almost 3 years and looking to join a Ministry in a role where I have had previous direct experiences. Female, overseas degree with Distinction. How much can I expect for monthly gross salary? Thank you in advance.
