Hopefully, pay rise for good performers, and probation for poor ones. Too many do the minimum, after being emplaced many years ago

I think MX11 is the grade where most non-scholars would be given close to retirement age. MX10 is AD position, which there is a limit to number of positions.

5% increment for all MX 11 and above. Make the rich richer. MX12 below never do work so don't get the increment.
