lol clearly you dont know much.....everytime u get promoted you will receive a technical c next year...and c at a higher grade cannot compare to b at a lower grade...promotion year u need a b (sometimes even c+ possible)...and as you get promoted higher up its harder to get good grade...even at director level...bulk of them will get c only a few get b....its about quota (budget) bro...no matter how good u are if no b to give you also bo pian...e.g., only got 2 bs to give...if give you the other person cant get promoted...you may be good but how u argue other person is lousy if u not doing same work....only scholars and high flyers can expect to get good grades every year...and in every ministry/stat board only a couple of ppl fall under this category out of a few hundred (even thousand) ppl....

actually just do yr work well and dont worry so much....tbh c grade means u are doing the work as it should be (not performing badly)...many ppl who get b is because they show potential...not because their work is any exceptional...

Do you guys in the civil service have this problem?

Say you have a boss with very bad command of the language. You write papers in perfect grammar.

But during the review, she keeps introducing grammatical errors.

You highlight them, track the changes, and inform her that there are errors and you have made edits.

She rejects all your edits and the errors are all still there.

Then she wants you to submit the work, with all her errors, to the higher level.

And so, the biggest people in your workplace will think you are the one with the terrible language. And then the repercussion is, you get passed over for promotions.

How do you handle this?

No choice but to talk to her. Butter her up first saying how you felt very anxious about bringing this issue up with her because you respect her so much and she is such a good boss. Tell her that you feel she may have missed out the grammar errors and that's why you corrected it. If after that she still ignores your grammar changes, then sorry lah. She is sabotaging you to make herself look better.
