Then why will capable fresh grads want to join civil service? Govt talk big about attracting good talents but have this kind of lousy hiring policy. Offering contract roles? Really?

Depending on agency, some contracts are renewable. Some are not. SLA is the most jialat one. Mostly 11 month contract and got some is only for 1 project that has already started and will end in less than 8 months....

Don't blame the hiring policies. If you are a talent as described, there are so many govt scholarships available for you to grab. So no problem.

The one-year contract is basically a probation period. If you perform decently, you get made perm - it's called emplacement.

That's correct. The rules are so transparent.

One year probation? I can easily not convert you to perm by giving excuse even if you perform well

Doesn't this apply to every single job out there? But obviously the organisation is going go keep good performers. It's harder to let people go in the civil service, and so the longer probation period helps to weed out those who are trying to 'smoke' their way through. Its not like the pay or benefits are any different during this contract period either.

But at the end of the day, you cant please everyone. But everyone has a choice, and that is to walk away if you don't like the rules :)
