Same for most mid senior where by few yrs back IT pay fking low and the currently drawing is like fresh grad salary today.

Today CS grad got paid more than Law grad already...

HR will use last draw to determine your seniority...
In their mind high pay is more pro, cos they dont care what experience you have...and gov is famous for salary matching

So your last draw lower than freshie might as well treat u as freshie

true, my colleague when work at private already Senior role, joined GT as rank G, around 6k+-
