the compensation/inflated grades is not the main issue, but:

1. hiring 60 pax while already realising a need for headcount reduction
2. HR guidelines specifying to always consider locals, and EPs as last resort
3. hurrying the employment process along at senior levels so that those on EP can quickly get employed without disruption

it can be common for a foreign tech MNC, but for a local government agency...just feels really ironic and demoralising

Compare with GIC and Temasek, DSO and DSTA.

New management issue

Current employee, more than 1 year

Pros
Used to be good, similar to private market practices

Cons
Limited promotion, heavily relies on curve which makes things less transparent.
Higher management seems to like doing things on a wimp, changing goalposts without much considerations of the ground staff.

Advice to Management
Stop giving excuses on rushed decisions, good things take super long time to decide and give heads up to the ground staff but bad things can just implement without warning.

Unclear kpi, lack of clear communication of expectations from leadership.
Even winning award for system only got "...meet basic requirements of role"
Expect workload to be hijacked by random ccas and unreasonable timelines

Advice to Management
lack of leadership skills/strategic thinking/planning/accountability from top down, but punishment only at working level

POD is useless. not even people centric. why are working levels being punished for the leaders' incompetency. you open a position, we interviewed and joined. last year throw a curveball, now appraisal throw a bomb. everyone worked hard and now people are demoralised. senior management are the ones who messed up. petition to change senior management starting from Dir!

All these changes serve as wake up call to review our situation and look around for better opportunities and more meaningful life. We are sometimes too engrossed with what we are doing, our working environment and what we hope to achieve out of this environment given all the constraints. After taking a break and getting myself detached from all these, I realised how small or narrow that world is and how pathetic I would become if I were to stay there longer. In the end, I decide how I want to live my life and make it a meaningful one.
