Ultimately depends on the Mx grade rather than the appointment. Some ministries and departments have senior head appointments for Mx 12, some departments have associate appointments for mx12, some have senior associate position at MX11, some have Assistant director appointments at Mx 12. All depends on the Mx grade.

For Mx scheme, average performer from local U, which is the highest grade attainable assuming they are not taking on the leadership appointments? Ie. which is the grade most People get stuck at?

not true. mx11a ceiling at about 8400.
yes no connect plan, but if you are in engineering, you have 1 extra month bonus (MAC) every year

i am 35 this year, joined a ministry last year jan as a mx11a (was from glc)
i got a grade B for my first year and my D ask me to aim for promotion next year.
