Increment linked to performance and promotion (which is also linked to performance).

Performance is appraised.

I have seen an example of an average performer, taking up key hardship appointment that no one wants, hinting to quit unless he was promoted and got it. Because at that point in time, the officer was deemed indispensable. But I guess the ability to tahan hardship is considered a kind of performance.

Reasonable for a farmer / 2nd tier Scholar. Otherwise, you should consider leaving the service as you won't go far (your CEP would be max DD (or if lucky enough, a D).
