Yes - I haven't figured out why just yet, but all of my promotions have been in October. I believe it's to do with which part of the year you entered service.

(Notification of promotion will be the same timing as the Apr promotees - it just takes effect in October.)

Don't think it makes sense to crowdsource figures like that - think the MI isn't a fixed quantum. It might depend on your current salary (maybe percentage-based?). Don't really know how it works either.
