At junior levels you are ranked amongst people within your own department. After the default promotion then you are ranked across the entire group or division.
If you wonder why some people are very secretive about going on maternity leave etc, is because once other bosses hear of it, they can use that during ranking to steal the performance grade from your division.
Only in ranking you will know who are the "weak" bosses to steal grades from. Those that can't defend or don't bother to defend.
So their entire department will never ever see a B and above, always C or even D if maternity/paternity leave is touched.
