They are probably cutting by normal attrition. That means letting the contracts expire and they will not renew them.
Some say that it is because there is some fat to be trimmed.

Tbh, I feel should just be the bad guy and just cut them off. Faster cut faster start over. No matter what ppl will still oppose and make noise.

If they dismiss immediately, they will need to compensate in lieu of notice.
Govt agencies tend to go for natural attrition.
It is more humane.
People can still resign before end of contract but the contract period is honoured.

Obviously they are trying to make people leave on their own. If still gives out good bonus, nobody would leave. Simply lower the quantum then those who cannot accept will quit.
