I think that's a uniquely ST attitude problem. Completely missed the point of finding the best talent for the job.
You hire someone because that person has the best chance of delivering results
Not because he has a better degree.
Even my HR from overseas find the Singaporean ideology to tie everything to a paper qualification very peculiar.
