left the service due to bad boss who despite working so hard gave a C- grading.

Want to try different ministry or stat board now but heard that once get C- grading no chance that another place will take you.

is this true that will forever be "blacklisted" just because one time grading that is sub par? :(

All government agencies will have access to your previous performance grades? Didn't know that.

The estab for the post is likely Asst Mgr/Mgr. if they hire you and your no of years of experience is not enough to give you Mgr then they will hire you as Asst Mgr

Both are bottom ranks and do same work. Individual contributor
