Possible for GEO 4 or 5 to be HOD, but ur CEP must be at least SEO2 i think. HOD can hit SEO2

Yes the system allows for a GEO4 or higher to be appointed to a middle management position in school, including HOD, provided all the requirements are met (clear the interview, CEP at the required level for the respective appointment).
