Depends on position you are applying for. If DD then most likely.

Anyway, MAS offers stability in the sense that it is govt. But there are tons of **** spinners here that may just destablise your mental health anyway. Just ask those who quit :)

It's only certain departments and certain divisions within that department la. You look at the departments with very high turnover you can tell liao.

Isnt it just a term? A movement to a higher grade is in substance a promotion

Higher chance of being in category of promotees is positively correlated with increased opportunities to do good work. The intended outcome can be guessed by what comes before
