possible to get B in first year for contract, then B for second year after "emplacement" or extension (?) and then get promoted?

doesn't matter. as long as you are good with your RO and CSO, everything is possible.

Possible but as there is ceiling, so you might hit the ceiling soon if not promoted especially for higher grade where the range is smaller
