I wonder for foreigner who's applying for EP, the industry sector is finance (standard 5K) or others (4.5K)

If you have tuition grant, this minimum requirement is not applicable.

FYI, if you are a foreigner applying for bank graduate programmes, you won't be offered. Exception is PB. Some PRCs are also offered IB and Markets, but their headcount is under HK, not Singapore.
