Other than hitting salary ceiling of geo5,what is the minimum ranking to get promoted to geo5a?

Same. Are you at the ceiling too? My PB is A. Thought my MI will be bigger this year since i got A. In the end didn't even get one cent. Work so hard for nothing.

Why do they penalise those at the ceiling.

I'm guessing you are not at the ceiling and PB grade is A?
