Its 3 to 7% but I only got 5%.

Got A a couple of time, but even then, it's not enough to push my salary higher.

Now I see ahp12-13 need only 3-4 years.

Depend on your boss and how big is your section.

Small section don't need so many 14 and 15.

In my section
11 to 12: 7 years
12 to 13:10 years
13 to 14: >10 years
14 to 15: mission impossible

Insurance, tech side etc.

I tried to apply for stat board and ministry but no response. I guess I'm too senior for them to justify for my asking pay and most of the time they are looking for more junior staff.

manpower cost is only a fraction of healthcare cost.

bulk of it is the subsidies that the gov is offering.

We use alphabet grading
A* :exceed expectations
A: very good
B: good (meet requirements)
C
D

Most people will get B, I got A a couple of times before, A* is very very hard to get.

If I'm not wrong, 80% compromise of your professional review and 20 % comes from your peer review.
