Outsourced are usually paid 2 months on average, one is the completion bonus and one is the performance bonus.

What is the difference between a Project Engineer and a Project Manager? Is the former a doer and the latter the delegator?

No more completion bonus in the new scheme.
Performance bonus is only 0.5 months.

Its even worst than outside contract with 1 month completion and no performance.
This company shortchanged the outsource staff to do the work.

While the perm staff just leech the company of the money and does nothing.
You can observe during this WFH period that alot of staff have no real work if they don't go for "meetings".

Titles means nothing. What matters is the $ you take home every month.

Basically E5 salary grade is called project engineer.
E6 salary grade is called senior engineer.
M1 salary grade is called assistant principal engineer.
M2 salary grade is called principal engineer.
M3 salary grade is called senior principal engineer.

I have one project they just arrow the E5 to do all the work and his title for that project is "project manager"

I have another project M3 is the "person in charge" his kpi and bonus for that year is tied to this project.
But he just delegate to E5 to do all the work but that E5 is called project engineer.

Alot of in between M1 and M2 dunno do what one.
They call themselves managers. But they don't manage the project.

In short, everything is just hire fresh grad E5 to do all the work while the higher ups just relax and retire at work.

Some M2s and M3s have manager as official title.
