1. It is not entirely true that you will not get the CONNECT Plan deposit when you get D grade (I've some colleagues who have gotten it in the past, albeit reduced). But there are some conditions which
MOE will temporarily withhold or reduce/remove the deposit for that year (e.g. pending disciplinary cases/misconduct etc.). You should go to intranet to find the information, it's there.
2. 1st year after practicum does qualify for CONNECT, it will just be pro-rated (from 1 Jan to 15 Nov) based on the days in service for that year as a full-time staff (not including practicum). So anyone who got posted to schools after practicum and worked for half a year, would have gotten a pro-rated amount of the payout for that year (Year 1).
So technically you lost out on 1 year of payout. But I suggest you go into intranet and look through the eligibility information so that you understand how.
