Slowing down promotions from geo3 by such a large extent was a mistake la.. For most people, their first promotion was from geo2 to geo3, which was cohort promotion that came automatically without much extra effort. Being stuck at geo3 may signal to them that the system doesn't value their contributions enough and some feel that they are not good enough in the eyes of
MOE to earn a promotion on their own merit. (Source: young officers in my sch as well as one of my JH)
Money alone does not solve this problem. We are not expecting the attrition rate at the geo3 level to slow down at all.
