Became MX12 in Oct 18, emplaced in Oct 19. Grade this year was C+. MI was 3% and salary became 4.1.

My current workplace i feel there's not much progression. Supervisor alr reached CEP, so i feel he's not pushing for growth in the department.

I applied for another job within same parent ministry, under specialist scheme. They're only willing to up my salary by 3%, so 4.2k.
Is this a fair deal? I thought specialist scheme will have a decent pay increment but why is my pay increment so low?
i'm tempted to take up that offer just to increase my progression but wah the pay...
