actually manager is very one, live and let live, as long as you don't stir any problem, close one eye like 1 or 2 L9 "carry on their act" in the project as free rider is fine
But the problem, some L10 ppl red eye, see liao buay song go kpkb, so the management have to do something, and need to justify to project
Why the L10 must go complain and Kpkb?
why cannot just do their work quietly...why....

They realized they can only perform in "this project", once they switch project, they realise they lack the knowledge, lack the leadership, lack the capability to learn new thing.
They can only be L9 in the process and environment they are familiar with.
I have seen many L9s struggled in some projects, not performing and feedback to me "this is not the same as how I do in my old project..." etc etc
Look most people need time to ramp up, for some people it is better you gave him L11 work first, then slowly L10....then slowly L9
If you are this kind of people, if you go other project, you will have big culture shock. Other project will just see you as L9, and expect you to perform.
I think for the L10 here, you guys need to be more clear about the expectation of L9, because once you are in other project, people will immediately expect to "perform like a L9". Unfortunately, not many people understand the stake, and many start to feel stress and panic, what can those L9 do?
