It depends on market conditions. Check the letter which confirms your promotion. In this case there are promotion increment and merit increment.

I have seen a few posts by users fresh out of uni with starting salaries of 4.5k - 5k as MX13. I understand that these might be positions in "specialised" ministries / SB, but how would the salary progression look like for these people? Is the only difference being that they will reach the salary ceiling for MX12 much faster, and future increments will therefore have to depend on their promotion to MX11 and beyond?
